Legal countermeasures in construction of clinical training base at medical colleges and universities in a view of public welfare

Abstract: Clinical base is a talent training platform jointly built and shared by universities and hospitals and function as a link to bridging medical treatment, education and scientific research. At present, the legal institutions of clinical training have many disadvantages, such as conflict with the upper law, unsystematic admittance standard, deficiency of the examination and approval system, weakness in the core system and standard. In order to ensure the quality of clinical training base construction and maximize the public welfare of high medical education, legislative modification should be initiated soon. Government should excavate the special function that articles association of universities and hospitals. One of effective mechanisms is to strengthen the governance by contract between the universities and their counterparts may be a useful effective mechanism.
