Abstract: The formulation of development plan is a programmatic document to determine the development orientation, development goals and development strategies of colleges and universities in the coming years to realize the reform and development of colleges and universities. With the development of higher education in China, the role of formulating and implementing development plans in colleges and universities has become increasingly prominent. Formulating university development planning is a correct cognition and accurate evaluation of colleges and universities. Scientific planning can enable universities to obtain sustainable development strategies. Steady implementation of planning is the best way for colleges to truly achieve career development. In-depth study of the problems in development planning is conducive to the formulation of a scientific, rational and feasible development plan, truly embodying the connotative development goals of higher education, and exerting the role of planning to test and guide the effectiveness of the “double first-class” construction. The development of medical education has distinctive characteristics in higher education. Its development is not only related to the development of education, but also to the advancement of health. The development of Peking University's medical undertakings is in a good development opportunity. This paper explores the important role of the development and implementation of world-class university development plans to promote the development of universities. It focuses on the development plans of five comprehensive universities including medical education in China, and puts forward the enlightenment on the development of Peking university Health Science center. This paper clarifies the primary and secondary from the development planning strategy of comprehensive first-class universities, analyzes the status quo.
